Applying Grid Architecture in a State Regulatory Proceeding

The California PUC has opened a rulemaking (R.21-06-017) to compare alternative Distribution System Operator (DSO) models based on their effectiveness in “preparing the grid to accommodate what is expected to be a high DER future and capture as much value as possible from DERs as well as mitigate any unintended negative impacts.” GWAC member Dr. Lorenzo Kristov prepared a “DSO 101” session using Grid Architecture principles and presented it to the 200 participants at an August 23 CPUC workshop to kick off the DSO investigation.
